Abstract: A new motion estimation and motion compensation algorithm based on overlapped triangular patch and affine transformation is proposed in this paper. And then a segmentation method is presented to extract important information from a interframe predicted difference picture, and the important difference information are coded efficiently. As a result, a video coder is implemented with bit rate lower than 64kb/s.
