Abstract: Because of the limitation and distribution of the resources and capabilities, cooperation is one of the important characteristics in a multi agent system. Nowadays with the further development of the technology and the deeper application of the Internet and Intranet, traditional cooperation computing model can not meet requirements and active cooperation computing has become a new and full potential application. A non terminating active computing model is put forward in this paper. Based on the speech act theory and the theoretical framework of multi agent computing presented in the paper, the communication acts associated are discussed and identified. How agents respond to communication acts is investigated. The rigorous whole hearted satisfactory semantics of the communication acts and the non terminating active computing model are defined and the senses of the research are concluded.
