Abstract: As a new standard for representation and exchange of data on the Web, XML makes the traditional Web data model insufficient. In this paper, on the basis of the OEM, a new data model oriented to XML-XOEM is presented; And a base cell of the fractal hierarchy-multi hyperlinks is proposed as unified information structure for XML. Finally, an example on the application of XOEM is presented.
